The Office of the Chief Scientist (OCS) supports the research foundation, science, and innovation that underpins FDA’s regulatory mission. It does this through a broad framework that encompasses scientific collaborations, laboratory safety, the transfer of FDA inventions to the private sector, scientific integrity in FDA policy- and decision-making, the professional development of regulatory scientists, and its core research component—FDA’s National Center for Toxicological Research—which generates the vital data FDA requires for its regulatory decision-making and development of sound regulatory policy. The OCS offices, programs, and research center leading these scientific activities are highlighted below.
Office of Regulatory Science and Innovation
OCS’s Office of Regulatory Science and Innovation spearheads external and internal scientific collaborations that advance the development of new tools, standards, and approaches to assess the safety, efficacy, quality, and performance of FDA-regulated products and help reduce the harm from all regulated tobacco products.
Office of Counterterrorism and Emerging Threats
OCS’s Office of Counterterrorism and Emerging Threats leads, coordinates, and provides oversight for FDA’s national and global health security, counterterrorism, and emerging threats activities—including the FDA-wide Medical Countermeasures Initiative (MCMi).
Technology Transfer Program
Helping FDA drive innovation, OCS’s Technology Transfer program supports FDA collaborative research with external partners and enables the transfer of FDA’s life-saving inventions to the commercial market.
National Center for Toxicological Research (NCTR)
NCTR addresses FDA’s needs with high-quality research and by serving as a global resource for collaboration, training, and innovative scientific solutions.
Office of Laboratory Safety
OCS’s Office of Laboratory Safety ensures that FDA laboratories and workplaces are operated in a safe and secure manner to protect employees, the surrounding communities, and the environment.
Office of Scientific Integrity
OCS’s Office of Scientific Integrity works with FDA centers and the Office of Regulatory Affairs to preserve and promote integrity in scientific decision-making, and consistency on such issues across FDA.
Office of Scientific Professional Development
OCS’s Office of Scientific Professional Development collaborates with FDA centers and offices to strengthen FDA's workforce by supporting a range of innovative programs and activities targeted at FDA's scientists and its stakeholder community.
Advisory Committee Oversight and Management Staff (ACOMS)
OCS’s ACOMS ensures the smooth conduct of FDA advisory committees, which provide independent advice and recommendations to FDA on scientific and technical matters concerning the development and evaluation of FDA-regulated products.
