Voluntary Qualified Importer Program User Fees

FDA’s Voluntary Qualified Importer Program (VQIP) was established under the FDA Food Safety Modernization Act (FSMA). VQIP is a voluntary fee-based program that provides expedited review and import entry of human and animal foods into the United States for participating importers.

FSMA also directs FDA to establish a reimbursement (user fee) program by which FDA assesses fees and requires reimbursement for the work FDA performs to establish and administer the Voluntary Qualified Importer Program. The user fee rates are calculated each fiscal year and published before the start of a new fiscal year.
