Leadership Role
Acting Legislative Director for Appropriations - Office of Congressional Appropriations

As Acting Legislative Director for Appropriations, Mike Nguyen leads the Office of Congressional Appropriations (OCA) within the Office of the Commissioner. In this role, he provides technical expertise and executive leadership in directing overall appropriations legislative liaison activities, advising and assisting FDA Leadership, other Administration officials, and Congress to maximize FDA’s resources and advance the Agency’s public health mission. 
 
Prior to joining the FDA, Mr. Nguyen co-managed the Healthcare, Benefits and Administrative Rules Subcommittee of the U.S. House Committee on Oversight & Government Reform under the late Rep. Elijah E. Cummings (D-MD). Prior to Congress, Mr. Nguyen served on the 2014 gubernatorial campaign of former Maryland Lieutenant Governor Anthony Brown, and the 2012 re-election campaign of Sen. Ben Cardin (D-MD). 
 
Mr. Nguyen holds a Bachelor of Science in Biological Science: Physiology and Neurobiology from the University of Maryland, College Park, as well as a Master of Science in Healthcare Administration from the University of Maryland Global Campus. He was the Founding President of UMGC’s Upsilon Phi Delta Chapter, a national honor society for students and professionals in the field of healthcare administration.
