CTP's Scientific Conference Grant Program Priorities 

FDA recognizes the value of supporting high quality, small scientific conferences. A small scientific conference is defined as a symposium, seminar, workshop, or any formal meeting, whether conducted face-to-face or virtually to exchange information and explore a defined subject, issue, or area of concern impacting the public's health within the scope of the FDA's mission.

Current Funding Opportunities

  1. FY22 FDA Broad Agency Announcement (BAA) for Advanced Research and Development of Regulatory Science (FDABAA-22-00123)

    FDA puts out agency-wide proposal requests through a special tool called the Broad Agency Announcement (BAA). Since 2012, FDA has utilized the BAA to solicit novel theories and methods for developing and evaluating regulated products, including tobacco products, by drawing on external sources, such as industry, academia, and other government agencies in areas where FDA has limited expertise or capacities. These proposals help to give FDA a better understanding of what innovative scientific and technical solutions may be available to solve difficult regulatory science problems. CTP participates in the BAA solicitation, and tobacco priority topics are included in sections 1 and 5. More on these topics and application details can be found in the contract solicitation.

  2. Notice of Intent to Publish a Funding Opportunity Announcement for Tobacco Centers of Regulatory Science (TCORS) for Research Relevant to the Family Smoking Prevention and Tobacco Control Act (U54 Clinical Trial Optional) (NOT-OD-22-017)

    The National Institutes of Health (NIH) Tobacco Regulatory Science Program (TRSP), participating NIH Institutes and Centers (ICs), and the United States Food and Drug Administration (FDA) Center for Tobacco Products (CTP) intend to reissue the Funding Opportunity Announcement for the Tobacco Centers of Regulatory Science (TCORS). This Notice of Intent to Publish is being provided now to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects. Modifications to this FOA will be the inclusion of new and revised scientific domains. The overall Tobacco Centers of Regulatory Science (TCORS) cooperative agreement research program will inform FDA’s tobacco product regulatory activities. The TCORS program will lead the establishment of a broad national scientific base of tobacco regulatory research. Essential elements of TCORS applications will include at least three discrete hypothesis-driven Research Projects with a scientific integrative theme, an Administrative Core, a Career Enhancement Core, and optional cores as needed and justified. Research integrated across projects, where findings from one major project inform or complement those in another, is required.

  3. Notice of Intent to Publish a Funding Opportunity Announcement for Center for Coordination of Analysis, Science, Enhancement, and Logistics (CASEL) in Tobacco Regulatory Science (U54 Clinical Trial Not Allowed) (NOT-OD-22-011)

    The National Institutes of Health (NIH) Tobacco Regulatory Science Program (TRSP), participating NIH Institutes and Centers (ICs), and the United States Food and Drug Administration (FDA) Center for Tobacco Products (CTP) intend to reissue the Funding Opportunity Announcement (FOA) for the Center for Coordination of Analysis, Science, Enhancement, and Logistics (CASEL) in Tobacco Regulatory Science. This Notice of Intent to Publish is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects. The overarching objective of the CTP-funded research program is to conduct research that will inform tobacco product regulatory activities and address the research priorities related to the regulatory activities of the FDA CTP. CASEL, in conjunction with the NIH and the FDA CTP, will facilitate communication, scientific coordination, and collaboration among the CTP-funded research programs and 1) provide logistical support and coordination across CTP-funded research, 2) conduct scientific synthesis and facilitate collaborative research, including support for projects that address the high priority, time-sensitive needs of the FDA CTP, 3) facilitate career enhancement of tobacco regulatory scientists and 4) support dissemination of research results.

  4. Center for Rapid Surveillance of Tobacco (CRST) to Assess Changes in Use Behaviors, Product Marketing, and the Marketplace (U01 Clinical Trial Not Allowed) (RFA-OD-22-002)


    This Funding Opportunity Announcement (FOA) is to invite applications for a U01 Center for Rapid Surveillance of Tobacco (CRST) to better understand the rapidly evolving tobacco landscape in the United States. The goal is to complement existing surveillance systems by providing data and information to the FDA CTP and federal partners on a more frequent basis and shorter timeline than typical surveillance methods. Areas of interest include the rapid surveillance of changing tobacco use patterns among tobacco product user groups and the factors that contribute to these changing patterns; rapid surveillance of tobacco product marketing; and the rapid surveillance of changes in the tobacco marketplace, including emerging products and tobacco products that are modified by the user.

  5. Maximizing the Scientific Value of Existing Biospecimen Collections: Scientific Opportunities for Exploratory Research (R21 Clinical Trial Not Allowed) (RFA-OD-21-004) 

    This Funding Opportunity Announcement (FOA) invites R21 applications to stimulate exploratory research relevant to the mission of the FDA Center for Tobacco Products (CTP) using existing (publicly available) biospecimens currently stored in repositories in the United States. This will include, but not be limited to, collections associated with the Population Assessment of Tobacco and Health (PATH) Study, the National Health and Nutrition Examination Survey (NHANES), the National Heart, Lung and Blood Institute’s (NHLBI) Biologic Specimen and Data Repository Information Coordinating Center (BioLINCC), and the Prostate, Lung, Colorectal and Ovarian (PLCO) Cancer Screening Trial. Proposed research should seek to maximize the scientific value of these stored collections and to provide researchers with an opportunity to generate preliminary data for subsequent research proposals. While other publicly available repositories would be considered, depending on analyses to be conducted, nationally representative analyses will receive priority. These applications need to provide justification why the data set is unique, and the research questions cannot be answered from a publicly available, nationally representative, data set.

  6. Secondary Analyses of Existing Datasets of Tobacco Use and Health (R21 Clinical Trial Not Allowed) (RFA-OD-003)

    This Funding Opportunity Announcement (FOA) invites R21 applications proposing the innovative analysis of existing (publicly available) nationally representative U.S. cross-sectional and longitudinal data, to investigate novel scientific ideas and/or to generate new models, systems, tools, methods, or technologies that have the potential for significant impact on biomedical or biobehavioral research in areas relevant to the FDA Center for Tobacco Products (CTP). Other publicly available data sets would be considered depending on the analyses to be conducted; however, nationally representative analyses will receive priority. Applications not using nationally representative data sets will need to provide justification why the data set is unique, and why the research questions cannot be answered from a (publicly available) nationally representative data set. This FOA encourages the analyses of public use datasets that may inform tobacco regulatory actions in the United States.

  7. Tobacco Regulatory Science (R01 Clinical Trial Optional) (RFA-OD-21-002)

    The purpose of this Funding Opportunity Announcement (FOA) is to invite R01 applications to support biomedical and behavioral research that will provide scientific data to inform regulation of tobacco products to protect public health. Research Projects must address the research priorities related to the regulatory authority of the Food and Drug Administration (FDA) Center for Tobacco Products (CTP). The awards under this FOA will be administered by NIH using funds that have been made available through FDA CTP and the Family Smoking Prevention and Tobacco Control Act (P.L. 111-31). Research results from this FOA are expected to generate findings and data that are directly relevant in informing the FDA's regulation of the manufacture, distribution, and marketing of tobacco products to protect public health.
    Application due date: July 14, 2021, February 15, 2022, July 14, 2022, and February 14, 2023 by 5:00 p.m. local time of applicant organization.
     
  8. FDA Support for Conferences and Scientific Meetings (R13)

    FDA recognizes the value of supporting high quality, small scientific conferences. A small scientific conference is defined as a symposium, seminar, workshop, or any formal meeting, whether conducted face-to-face or virtually to exchange information and explore a defined subject, issue, or area of concern that impact the public's health within the scope of the FDA's mission.
    Application due dates: April 12, 2021; October 12, 2021; April 12, 2022; and October 11, 2022 by 11:59 p.m. EST. 
     
  9. Mentored Research Scientist Career Development Award in Tobacco Regulatory Research (K01; RFA-OD-20-008 or RFA-OD-20-011)

    This award provides support for an intensive, supervised career development experience of three, four, or five protected years in biomedical, behavioral, and social science research. This experience will inform the development and evaluation of tobacco regulation and will foster research independence. Projects must address one of FDA’s research priority areas. 
    Application due dates: Oct. 8, 2021, and July 8, 2022 by 5:00 p.m. local time of applicant organization.
     
  10. Pathway to Independence Award in Tobacco Regulatory Research (K99/R00; RFA-OD-20-009 or RFA-OD-20-010)

    This FOA aims to increase and maintain a strong cohort of talented independent investigators conducting research that will inform the development and evaluation of tobacco product regulations. This program is designed to facilitate the timely transition of outstanding postdoctoral researchers from mentored, postdoctoral research positions to independent, tenure-track or equivalent faculty positions. This program will provide NIH research support during this transition in order to help awardees launch competitive, independent research careers. 
    Application due dates: Oct. 8, 2021, and July 8, 2022 by 5:00 p.m. local time of applicant organization.

In addition to supporting research through NIH's programs, CTP solicits proposals for research contracts administered by FDA. Those opportunities are published through the Federal Business Opportunities website and also posted on the CTP website.
