The Public Health Strategy & Analysis (PHSA) Staff leads and undertakes initiatives and research on issues of priority to FDA leadership, and provides leadership, strategic thinking, and management, on all Government Accountability Office (GAO) and HHS Office of Inspector General (OIG) audits and studies of FDA.

PHSA acts as an Office of the Commissioner and Agency resource for qualitative and quantitative research and analysis on emerging issues, including helping to develop policy options and understanding the expected impact of those options on public health outcomes.  To achieve these functions the staff is divided into two teams: Public Health Initiatives Team and GAO/OIG Liaison Team.

Leadership

Lisa Rovin, JD
PHSA Staff Director

Ms. Rovin is the staff director for the Public Health Strategy and Analysis staff in the Office of Economics and Analysis. The PHSA staff is responsible for qualitative and quantitative public health research, cross-agency coordination of public health initiatives, and for the FDA’s GAO/OIG liaison function.  Ms. Rovin has held a variety of leadership positions at FDA and HHS, including Senior Advisor for Strategic Initiatives to the FDA Chief of Staff from 2010 - 2014. She helped create and then directed the Office of Public Health Strategy and Analysis in the Office of the Commissioner. Before coming to FDA, Ms. Rovin served as Director of the Division of Health Delivery Systems in HHS’ Office of the Assistant Secretary for Planning and Evaluation.

Education: B.A. in Human Biology from Stanford University; J.D. from UC Berkeley School of Law, University of California at Berkeley.
