Office of the Executive Secretariat


The Office of the Executive Secretariat (OES or “Exec Sec”) integrates critical Agency administrative and communication functions to ensure high-quality information is shared within the Agency and with the Department
of Health and Human Services, the White House, other government organizations, and the public. To do this,
OES is divided into three divisions:

  • The Division of Executive Operations (DEO) serves the Commissioner by managing the large volume of Agency correspondence, reports to Congress, senior management briefings/meetings, and other tasks and reports
    (e.g., public calendar) that require high-level coordination and input.
  • The Division of Dockets Management (DDM) serves as the official repository for FDA’s administrative proceedings and rule-making documents. DDM is the Agency’s liaison with the Federal Docket Management System, the electronic gateway that agencies use to manage the notice-and-comment process under the Administrative Procedures Act.
  • The Division of Freedom of Information (DFOI) performs all administrative functions related to the Freedom
    of Information Act (FOIA) including logging and assignment of all FOIA requests, determining denials of access, organizing and presenting FOIA training sessions at the office or Agency-wide level, and assisting the Office
    of the Chief Counsel with disclosure-related litigation.
