Mission

The Office of Congressional Appropriations’ dual mission is to serve as a liaison to congressional appropriators and their staff in support of FDA's resource needs and its public health mission, as well as advise the FDA Commissioner and other senior leadership on appropriations and budget matters. 

OCA is responsible for various functions, which include, but are not limited to:

  • Builds and maintains relationships with appropriators and their staff
  • Advises the FDA Commissioner and other senior leadership on appropriations and budget matters
  • Manages and advises on all aspects of any appropriations-related legislation
  • Prepares the Commissioner for House and Senate budget hearings
  • Facilitates and coordinates responses for Reports to Congress
  • Facilitates and coordinates responses for Questions For the Record (QFRs)
  • Provides Technical Assistance (TA)
  • Conducts data calls
  • Responds to inquiries from appropriators and their staff
  • Responds to letters from appropriators and their staff
