A small scientific conference is defined as a symposium, seminar, workshop, or any formal meeting, whether conducted face-to-face or virtually to exchange information and explore a defined subject, issue, or area of concern impacting the public's health within the scope of the FDA's mission.

Notice of Intent to Publish the Reissuance of RFA-OD-20-008 and RFA-OD-20-011. Mentored Research Scientist Career Development Award in Tobacco Regulatory Research (K01; NOT-OD-22-081 or NOT-OD-22-082)
The purpose of this Funding Opportunity Announcement (FOA) is to provide support for an intensive, supervised career development experience of three, four, or five protected years in biomedical, behavioral, and social science research. This experience will inform the development and evaluation of tobacco regulation and will foster research independence. Projects must address one of FDA’s research priority areas.

Notice of Intent to Publish the Reissuance of RFA-OD-20-009 and RFA-OD-20-010. Pathway to Independence Award in Tobacco Regulatory Research (K99/R00; NOT-OD-220-083 or NOT-OD-22-084)
This FOA aims to increase and maintain a strong cohort of talented independent investigators conducting research that will inform the development and evaluation of tobacco product regulations. This program is designed to facilitate the timely transition of outstanding postdoctoral researchers from mentored, postdoctoral research positions to independent, tenure-track or equivalent faculty positions. This program will provide NIH research support during this transition in order to help awardees launch competitive, independent research careers.

Tobacco Centers of Regulatory Science (TCORS) for Research Relevant to the Family Smoking Prevention and Tobacco Control Act (U54 Clinical Trial Optional) (RFA-OD-22-004)
This Funding Opportunity Announcement (FOA) invites cooperative agreement (U54) applications for Tobacco Centers of Regulatory Science (TCORS) for research relevant to the Family Smoking Prevention and Tobacco Control Act. The overall TCORS program objective is to conduct programs of multidisciplinary research that will inform the manufacture, distribution, and marketing of tobacco products related to the regulatory authority of the Food and Drug Administration (FDA) Center for Tobacco Products (CTP). The research findings generated from this FOA are expected to provide additional scientific data to inform the regulation of the tobacco products to protect public health. The overall TCORS cooperative agreement research program objective is to conduct programs of multidisciplinary research that will inform FDA’s tobacco product regulatory activities. The TCORS program will lead the establishment of a broad national scientific base of tobacco regulatory research. Although a vast and sound science base exists with regards to numerous areas related to the FSPTCA, new research will provide additional science for FDA to consider as it conducts regulatory activities. Essential elements of TCORS applications include at least 3 discrete hypothesis driven Research Projects with a scientific Integrative Theme, an Administrative Core, a Career Enhancement Core, and optional cores as needed and justified. Research integrated across projects, where findings from one major project inform or complement those in another, is required.

Center for Coordination of Analysis, Science, Enhancement, and Logistics (CASEL) in Tobacco Regulatory Science (U54 Clinical Trial Not Allowed) (RFA-OD-22-003)
The purpose of this funding opportunity announcement (FOA) is to solicit applications for a Center for Coordination of Analysis, Science, Enhancement, and Logistics (CASEL) in Tobacco Regulatory Science. The overall objective of CASEL is scientific coordination and logistics and operations management of research projects and programs that can inform the Food and Drug Administration (FDA) Center for Tobacco Products (CTP) in its tobacco product regulatory activities. Through leadership, coordination, and facilitation of communication and collaborative efforts among tobacco regulatory science investigators, CASEL can accelerate the identification, integration, and advancement of research findings relevant to the Family Smoking Prevention and Tobacco Control Act (FSPTCA). The overarching objective of the CTP-funded research program is to conduct research that will inform tobacco product regulatory activities and address the research priorities related to the regulatory activities of the FDA CTP. CASEL, in conjunction with the NIH and the FDA CTP, will facilitate communication, scientific coordination and collaboration among the CTP-funded research programs. CASEL will 1) provide logistical support and coordination across CTP-funded research, 2) conduct scientific synthesis and facilitate collaborative research, including support for projects that address the high priority, time-sensitive needs of the FDA CTP 3) facilitate career enhancement of tobacco regulatory scientists and 4) support dissemination of research results.

FY22 FDA Broad Agency Announcement (BAA) for Advanced Research and Development of Regulatory Science (FDABAA-22-00123)
FDA puts out agency-wide proposal requests through a special tool called the Broad Agency Announcement (BAA). Since 2012, FDA has utilized the BAA to solicit novel theories and methods for developing and evaluating regulated products, including tobacco products, by drawing on external sources, such as industry, academia, and other government agencies in areas where FDA has limited expertise or capacities. These proposals help to give FDA a better understanding of what innovative scientific and technical solutions may be available to solve difficult regulatory science problems. CTP participates in the BAA solicitation, and tobacco priority topics are included in sections 1 and 5. More on these topics and application details can be found in the contract solicitation.

- Maximizing the Scientific Value of Existing Biospecimen Collections: Scientific Opportunities for Exploratory Research (R21 Clinical Trial Not Allowed) (RFA-OD-21-004)
This Funding Opportunity Announcement (FOA) invites R21 applications to stimulate exploratory research relevant to the mission of the FDA Center for Tobacco Products (CTP) using existing (publicly available) biospecimens currently stored in repositories in the United States. This will include, but not be limited to, collections associated with the Population Assessment of Tobacco and Health (PATH) Study, the National Health and Nutrition Examination Survey (NHANES), the National Heart, Lung and Blood Institute’s (NHLBI) Biologic Specimen and Data Repository Information Coordinating Center (BioLINCC), and the Prostate, Lung, Colorectal and Ovarian (PLCO) Cancer Screening Trial. Proposed research should seek to maximize the scientific value of these stored collections and to provide researchers with an opportunity to generate preliminary data for subsequent research proposals. While other publicly available repositories would be considered, depending on analyses to be conducted, nationally representative analyses will receive priority. These applications need to provide justification why the data set is unique, and the research questions cannot be answered from a publicly available, nationally representative, data set.

- Secondary Analyses of Existing Datasets of Tobacco Use and Health (R21 Clinical Trial Not Allowed) (RFA-OD-003)
This Funding Opportunity Announcement (FOA) invites R21 applications proposing the innovative analysis of existing (publicly available) nationally representative U.S. cross-sectional and longitudinal data, to investigate novel scientific ideas and/or to generate new models, systems, tools, methods, or technologies that have the potential for significant impact on biomedical or biobehavioral research in areas relevant to the FDA Center for Tobacco Products (CTP). Other publicly available data sets would be considered depending on the analyses to be conducted; however, nationally representative analyses will receive priority. Applications not using nationally representative data sets will need to provide justification why the data set is unique, and why the research questions cannot be answered from a (publicly available) nationally representative data set. This FOA encourages the analyses of public use datasets that may inform tobacco regulatory actions in the United States.

- Tobacco Regulatory Science (R01 Clinical Trial Optional) (RFA-OD-21-002)
The purpose of this Funding Opportunity Announcement (FOA) is to invite R01 applications to support biomedical and behavioral research that will provide scientific data to inform regulation of tobacco products to protect public health. Research Projects must address the research priorities related to the regulatory authority of the Food and Drug Administration (FDA) Center for Tobacco Products (CTP). The awards under this FOA will be administered by NIH using funds that have been made available through FDA CTP and the Family Smoking Prevention and Tobacco Control Act (P.L. 111-31). Research results from this FOA are expected to generate findings and data that are directly relevant in informing the FDA's regulation of the manufacture, distribution, and marketing of tobacco products to protect public health.
