TTT courses will be offered in 2022-2023 for the below courses. Course announcements will be distributed by OTED as dates for TTT courses are finalized. Also check OTED’s Pathlore Learning Management System (LMS) for more information:

• Virtual Instructor-Led Training (vILT) FD190T Food Current Good Manufacturing Practice, Application, and Evidence Development
• vILT FD249T Conducting Seafood HACCP Inspections
• vILT FD219T Juice HACCP and Conducting Juice Inspections
• vILT FD202T Conducting Acidified Food Inspections

• An instructor candidate is an individual who is not yet qualified by OTED to teach a specific OTED course but is seeking QI status to obtain that qualification.

• An instructor candidate can be any FDA, state, local, tribal, territorial (SLTT), and association regulatory official who has met the TTT course prerequisites and has management approval to serve as a QI.

Prior to attending a TTT course, instructor candidates must complete:

• An Instructor Skills Training (IST) course
• OTED’s base course (e.g., the base course for FD249T Conducting Seafood HACCP Inspections TTT course is FD249 Conducting Seafood HACCP Inspections), along with the base course’s prerequisites.
• A career biography or curriculum vitae (CV) showing how their education and/or experience support the terminal learning objectives of the course.

Check OTED’s Learning Management System (LMS) for more information on the 2022-2023 IST, base, and TTT course offerings and learning objectives.

• A qualified instructor (QI) is an individual who has completed the QI process and maintains that status in accordance with OTED’s maintenance requirements.

An instructor candidate can become a qualified instructor by completing the following steps:

1. Successfully complete the TTT course, and
2. Following completion of the TTT course, serve as an instructor during the associated OTED course (could be an SLTT-delivered ICD or course delivered by FDA employees or OTED’s grantees) and undergo Observation and Evaluation (O&E) by OTED’s O&E team.

• Observation and Evaluation (O&E) is the process by which a team of OTED staff members observe and evaluate the course delivery and instructor performance and provide feedback. The group is ideally comprised of a Training Officer (TO), an Instructional Systems Specialist (ISS), and one or more Subject Matter Experts (SMEs).

For any courses that the QI is qualified to instruct at, they must:

• Attend the annual course-specific content update (refresher course)
• Teach at least one course per year (ICD or OTED-delivered course)

The QI is required to notify the Independent Course Delivery (ICD) Program Administrator by Sept 30th after their first year attesting to the completion of the maintenance requirements.

• If the maintenance requirements are not met, then the QI must repeat the TTT and go through O&E again.

There are two options for applying to the TTT program:

1. Option 1 is for the instructor candidate to be included in an SLTT’s ICD application. In this case, the instructor candidate must complete the TTT course prerequisites, then go through the O&E process during the ICD course that is approved in the application.
2. Option 2 is for the instructor candidate to respond directly to an OTED course announcement. In this case, the instructor candidate must complete the TTT course prerequisites, then go through the O&E process during a future ICD or OTED-delivered course. It is the instructor candidate’s responsibility to coordinate with an SLTT to serve as instructor in an upcoming ICD course offering (or coordinate with FDA and/or one of OTED’s grantees to serve as an instructor in an upcoming course).
