Tim Mueller


Timothy Mueller is the Acting Senior Science Advisor in the FDA’s Office of Regulatory Affairs. In this role, he supports the Associate Commissioner for Regulatory Affairs and other ORA leadership in implementing and managing ORA-wide initiatives and programs. 

Mr. Mueller previously directed the Division of Integration at the ORA Office of Partnerships, where he led efforts to engage state, local, tribal, territorial, and international regulatory authorities, evaluate the return-on-investment of collaborative programs, and advance the integrated food safety system. He also supported international collaboration by facilitating coordination with foreign regulatory authorities. Under Mr. Mueller’s leadership, the FDA signed a dozen domestic mutual reliance partnership agreements with states and U.S. territories to increase inspection coordination and improve human and animal food safety. 

Prior to ORA, Mr. Mueller was deputy director of the Division of Business Operations in the Office of Compliance and Enforcement in the FDA Center for Tobacco Products (CTP), where he advanced the national tobacco retail inspection program by collaborating with state, territorial, and tribal partners; administration of office contracts; and issuance and resolution of civil money penalties and no-tobacco-sale orders. He also managed the CTP Office of Small Business Assistance during the release of the deeming regulation, which brought all tobacco products under the FDA’s regulatory authority.  

Mr. Mueller earned a Juris Doctorate from The Catholic University of America and a Master of Architectural Engineering from The Pennsylvania State University.
