Terri Smith Moore, PhD, MBA, RPh, CPH, is Senior Director of Academic Services and Strategic Initiatives with the American Association of Colleges of Pharmacy (AACP), headquartered in Arlington, Virginia. In 2022, AACP received funding from the FDA Office of Minority Health and Health Equity (OMHHE) for a project titled, “Utilizing the Pharmacy Advances Clinical Trials (PACT) Network to Achieve Diversity in COVID Clinical Trials: A Strategic Framework.” Dr. Moore is Co-Principal Investigator on the project, along with Principal Investigator George Udeani, PharmD, DSc, FCP, FCCP, Clinical Professor and Head of the Department of Pharmacy Practice at Texas A&M University (TAMU) Irma Lerma Rangel College of Pharmacy. Through this collaboration between AACP and TAMU, the researchers aim to develop a framework for a network of community pharmacists, pharmacy academia, and community-based organizations to advance the recruitment and enrollment of underrepresented minorities in COVID-19 clinical trials.

Research shows that there are disproportionate COVID-19 mortality and morbidity rates in underrepresented minority communities. Additionally, COVID-19 clinical trials lack diverse participants from the same communities. There are varying reasons why certain populations do not participate in clinical trials, and barriers may include mistrust, lack of awareness, lack of accurate information, social determinants of health, and challenging interactions with health care providers. Dr. Moore and the AACP-TAMU project team hope to find solutions to increase diversity in clinical trials and access to related health services by examining barriers through the PACT Network project, and ultimately help to advance efforts toward reducing health disparities and achieving health equity.
