Dr. Brian King
Director, Center for Tobacco Products
Dr. Brian King was appointed Director of the Food and Drug Administration’s Center for Tobacco Products (CTP) in July 2022. In this position, Dr. King is responsible for assuring that CTP accomplishes its public health goals and for operationalizing the Center’s vision and mission as it implements the Family Smoking Prevention and Tobacco Control Act.
Michele Mital
Deputy Director, Center for Tobacco Products
Michele Mital currently serves as the Deputy Director of the Center for Tobacco Products (CTP) within the U.S. Food and Drug Administration (FDA). In this position, Ms. Mital is responsible for assuring that CTP accomplishes its public health goals and for operationalizing the Center’s vision and mission as it implements the Family Smoking Prevention and Tobacco Control Act. Ms. Mital works closely with CTP senior leadership and with key FDA and U.S. Department of Health and Human Services (HHS) leadership and external stakeholders on matters that affect Center goals, policies, programs, and strategic initiatives.
Janelle R. Barth, M.S., M.B.A.
Director, Office of Management, and Executive Officer
Janelle Barth, M.S., M.B.A., serves as Director of the Office of Management and the Executive Officer at FDA’s Center for Tobacco Products (CTP). She has held both positions since May 2014. As Director of the Office of Management, Ms. Barth is responsible for overseeing administrative services to the Center. As Executive Officer, she serves as the principal advisor to CTP senior management and FDA leadership on agency operations and administrative management matters.
Kathleen Crosby
Director, Office of Health Communication and Education
Kathleen Crosby is currently Director of the Office of Health Communications and Education at the Center for Tobacco Products (CTP) of the U.S. Food and Drug Administration. She was appointed to that position in February 2011.
Todd L. Cecil, Ph.D.
Acting Director, Office of Science, and Deputy Director, Regulatory Management
Todd L. Cecil, Ph.D., serves as Acting Director of the Office of Science and the Deputy Director of Regulatory Management in the Office of Science at FDA’s Center for Tobacco Products (CTP). As Acting Director of the Office of Science since July 2022, Dr. Cecil is responsible for identifying, developing, and enhancing the science related to tobacco products, their use, and the resulting morbidity and mortality so that regulatory decisions will have the greatest impact on improving public health. As Deputy Director of Regulatory Management since summer of 2020, he is responsible for accessing existing scientific evidence and supporting new research to inform regulatory actions intended to protect the public health.
May Nelson, JD, MPA
Director, Office of Regulations
Ms. Nelson is the Director of the Office of Regulations (OR) at the Center for Tobacco Products (CTP). She was appointed to that position in January 2021. She has over 20 years of regulatory experience working at FDA in numerous senior leadership positions. Prior to becoming Director of OR, Ms. Nelson served as the office’s Deputy Director since 2011.
Ann Simoneau, J.D., M.B.A.
Director, Office of Compliance and Enforcement
Ann Simoneau is currently the Director of the Office of Compliance and Enforcement at the Center for Tobacco Products (CTP) of the Food and Drug Administration (FDA). When the Office was created in July 2009, Ms. Simoneau was named its Acting Director and in January 2011 she was appointed the permanent Director.
