National Security Memorandum on Strengthening the Security and Resilience of United States Food and Agriculture

Protecting the nation’s food and agriculture supply against domestic and global threats is an important responsibility shared by federal and state, local, tribal, and territorial (SLTT) governments, private sector partners and academia.

The National Security Memorandum on Strengthening the Security and Resilience of United States Food and Agriculture (NSM-16) is a plan for federal government agencies, along with SLTT governments and other partners, to continue their collaboration on ensuring the nation’s food and agricultural sector is secure and resilient against domestic and global threats. These include intentional adulteration, catastrophic events, such as pandemics that impact critical infrastructure and essential workforce, consequences of climate change, and vulnerabilities related to interconnected cyber-physical systems and intellectual property theft.

The FDA will be engaging with federal, SLTT governments, the private sector and academia, as appropriate, on the following activities:

  • Conduct of vulnerability assessments
  • Risk mitigation analysis
  • Federal risk mitigation strategy
  • Strengthen existing efforts for information sharing procedures
  • Research and development
